In charge of establishing , implementing safe execution and approval of PTW (permit to work ) system
during all the commissioning activities.
The planning and/or preparation and execution of the commissioning, operation, trial run and acceptance
testing within the scope of work associated to his/her assigned project.
The technical safety of the plant from turnover from erection until hand over to the customer (PAC).
The coordination of all partners in regard to commissioning.
The health and safety of all employees for whom he/she has an operational responsibility.
Remedial measures are implemented to eliminate or reduce unsafe acts or conditions.
He/she informs all site personnel of any site hazards brought about as a direct result of commissioning
actions, together with associated precautions.
All personnel assigned to him/her are informed, instructed, trained and supervised with regard to safe
methods of work.
He/she participates in investigating accidents that occur within their working areas.
All available tools and aids are utilized in order to achieve the goals of his/her assignment and, as well, to
strive for continuous product improvements and cost reduction.
Deviations from the agreed goals are reported and that corrective measures are initiated by arrangement
with, and with the support of, the SIM and project management.
Employee assessments for all members of staff reporting to him/her are performed in accordance with
current procedure.
Commissioning is performed in a safe and timely manner in accordance with the contract, budget and
time schedule.
Prepare for commissioning as specified in the work instructions (MEGA processes).
Manage, perform, coordinate and monitor the commissioning of systems specified within the scope of
work according to time schedule and contract and by arrangement with the SIM, project management
and customer.
Respect project milestones and provide information to the SIM, project management and commissioning
head office to assist in their realization.
Organize and supervise the safe operation of the plant (site rules, safety regulations, shift plan, shift log,
etc.) from system turnover from erection until PAC by arrangement with the SIM, project management
and customer.
Facilitate the turnover of systems from erection to commissioning and from commissioning to the
customer in accordance with current procedure/work instruction and the contract.
Ensure that commissioning is performed according to the specifications and engineering documents,
taking into account the safety instructions, environmental protection measures and local regulations.
Ensure the execution of additional commissioning tests, as defined by contract and local regulations,
which are beyond the regular commissioning scope.
Provide progress information to the customer in accordance with project rules.
Ensure commissioning, operation, quality, record and feedback documentation are issued.
Approve and release the commissioning documentation issued by the COM LEs after having first checked
the same for completeness and correctness.
Forward, in accordance with work instruction, the released commissioning, quality and record
documentation and software (originals) together with a document list to the Construction Lead.
Ensure that commercial and technical deviations are reported with a corresponding non-conformance
report (NCR) and that the same are followed up until their completion.
Keep a diary to record daily work, occurrences, problems, special information, etc. plus a list of pending
items.
Update of the overall commissioning time schedule and the overall commissioning staff planning.
Timely call-up of the commissioning staff, specialists and further associated staff through the
Construction Lead.
Manage, assess, supervise, support and promote the commissioning and other personnel assigned to
him/her.
- Qualifications/Requirements
7.1 Education & Trainings
Mandatory (MUST)
Bachelor in Mechanical Engineering or Equivalent
Quality Management awareness
EHS Alstom program - AIEP training pass prior to go to site.
Desirable (NICE TO HAVE)
Appropriate training in leadership and management.
Professional Experience
Experience gained on the job during professional life
Mandatory (MUST)
Experience in the function and in the management of people
Wide Experience at least 10 yrs or more in site commissioning execution.
Proven EHS knowledge and experience
Thorough knowledge of power plant systems
Multicultural able to motivate to get the best out of people in different countries/cultures .
Desirable (NICE TO HAVE)
Preferably energy sector experience and project management.
